4. We agree with the addition suggested by the War Office Yn Scott's letter of 22nd August to you. Incidentally that letter does not, we feel, do sufficient justice to the national spirit developed by the Chinese since the outbreak of hostilities with Japan, though there will I admit be many black sheep whom the Japanese will use in the event of trouble.

5. Would you kindly repeat your telegram to Hong Kong to His Majesty's Ambassador at Chungking for information or ask Hong Kong to do so?
